Direction doesn’t matter, but putting the restriction on the exit restricts airflow just as well as it being on the inlet so you wouldn’t accomplish anything, just carefully straighten them by whatever means, I think the HVAC combs work well and don’t crease the fins, if you use tweezers etc be careful to not put a crease because that will eventually turn into a crack, not the end of the world but you can prevent it just by being careful.

I thought perhaps 2C was a brand.  Who knew?
