Definitely not a Mooney part. I think that comes from the aviation aisle at Office Depot. 
On serial numbers 1 - 180 (I see that yours is number 27-0170) on the M20M there was an opening metal "box" with a hinge at the bottom to store the POH, pens, etc. It looks like yours has been removed. (On the first 52 M20Ms there was a late 80’s  Flight calculator on a hinge as seen in the drawing.) 



 
 
 
BAS aircraft parts out in Colorado had a used one of these for sale for awhile - they may still have it. They also have a newer style one for sale. (https://www.ebay.com/itm/233943813684?epid=26045092206&hash=item3678234e34:g:T1sAAOSwDA1io9Mv)

They are usually pretty good about accepting offers. This one is from an ovation and would just need to be slightly modified to acceopt your cowl flaps switch
