Given the distance the cap is from the alternator must have been a CE vs. RE problem. Not that an electrolytic would be very effective for most RE anyways. Quote

It's just trying to keep the power system reasonably clean, especially in the context of the few of decades of transition into transistors where noise immunity was way worse than it was for stuff that ran on tubes. 1 Quote
