8130s are only necessary if the part is being exported, so it's not necessary for domestic use.   If the installation requires an STC then you'll need that, but for items that were on the aircraft TCDS or have a relevant TSO you may not need anything else.    Yellow tags aren't necessary, either.   Some installers, e.g., repair stations, may have their own requirements, so it's really a discussion best had with your specific installer and potentially your IA.

I’d want an 8130 for the records to state that the equipment has been tested and performs within parameters, especially if it’s say an ILS receiver.

I’m assuming your replacing a broke radio for a new to you one, for a new install I think new modern makes better sense

Not an FAA requirement, but if the seller is a member of AEA (Aircraft Electronics Association) I would ask them to check the serial numbers against the Stolen Avionics database to confirm that as of the date of sale, the avionics are not reported as stolen.
