Ehscott, Without pricing the windows, all new windows and an all new interior should be more like $13 or $14K. The windows are labor intensive so the cost will be greatly affected by the shop's hourly rate. In my opinion, covering with vinyl is a better choice than repairing and painting. Vinyl lasts a lot longer and looks better too. It stands up to UV rays too. Pretty darn reasonable it seems to me.
