Assuming you are staying domestic (different rules for international borders):



  1. Unloaded with any magazines, clips, etc. removed.
  2. Amunition to be transported in a separate container appropriate for absorbing shocks.
  3. Any battery powered sights, lighting, etc. to be powered down, and batteries removed and packed separately.
  4. Hidden handguns (even unloaded) not to be accessible without issued permits for a concealed weapon.  (Be careful about putting them in containers.  Laws on what constitutes "concealed" vary from state to state.)  As a matter of best practice, if I put a handgun in a container, I mark the container accordingly.  I generally use a placard or tag on the exterior of the container with "Firearm Inside" in bold print on the top or as near the opening mechanism as possible.
  5. No requirment that they be locked up, but locks are a good idea with passengers.  Another good practice - I do not let ANYONE handle a fiream in the confines of the aircraft.  I don't want any badgeholder getting the wrong idea on the ramp or airport surfaces.

I have done this for years between Washington, Idaho, Montana, Oregon, Nevada, Utah, Arizona and California.  I have had contact on these trips with both FAA and local law enforcement and never had a problem.
