Advanced Aircraft up in Troutdale seems to be the go-to place around here, Greg is the contact there.   It's a bit far from Roseburg, tho.

I use Flitewing up in Salem for my normal maintenance, but I've never asked them if they do prebuys.  Mike is the contact there and he is super reasonable (but super busy)

Greg saved my butt in a pre-buy and I would absolutely take it to him. It was even a plane he had previously worked on (I know, big “no no”) but he found some serious issues that had developed in the interval and would have cost me thousands of dollars.

I saw the plane a couple of years later and the new owner had put almost $100k into it (new engine, panel, etc..) and was still having issues. He sold it a few months later.

Top Gun and LASAR in NorCal are also good options if Advanced aircraft can't do it.
