Carburetor Idle Mixture setting (practically)

With the engine warmed properly, set the throttle to idle around 650-700 RPM, smoothly pull the mixture to ICO.  If the mixture is properly adjusted you will see a small momentary rise of 30+/- rpm.  A greater rise indicates an overly rich mixture, less or no rise indicates a lean mixture.

The idle mixture screw is a fine threaded needle valve, turning clockwise leans the mixture, counter clockwise riches the mixture.

Sorry, another question. Being in SLC and summer, should the idle be adjusted any differently? 

Just replaced the old carb with a rebuilt unit and trying to get dialed in. Right now I'm at 650 RPM and a rise of 30 with the mixture cut off.
