Power Boost Knob Interlock?

Sorry for the continued dumb questions. I’m still learning about this plane. 
 

I noticed today that I’m unable to open the power boost door when the plane is off and in the hangar. I looked under the dash and there is a mechanism on the cable just behind the panel with wires connected. I assume this is to light the lamp next to the knob. However, is this also an interlock that prevents opening it unless another condition is met?  I’m worried the cable is froze, but don’t want to pull it that hard. Pushing the button in the middle doesn’t free it up either. 

it worked 3 weeks ago while in cruise. Now on the ground it doesn’t.

Turns out there is years of knowledge to airplane ownership...

Fortunately, with MS... you don’t need years of knowledge to get started...

+1 on frozen cable... now, to unfreeze it...

While you are at it it... there are probably a half dozen similar cables that like to get cleaned and lubricated...

And lots of discussions of what luges to use where around here...

While you have the time... put an eye on all the ends of all the cables to see if any are showing wear or fraying...

PP thoughts only, not a mechanic...
