He would have needed two endorsements...a class B and a night Vfr endorsement specific to airport and route.Also weather that night was not optimal....his navigation was not well carried out...concord Vor is almost on a direct route to Lincoln and over much lower terrain avoiding mt Diablo completely.Mt Diablo is less than 4000 msl and class b floors in the area are above that.Im guessing he was scud running that night and turned right into Diablos path to avoid cloud
