Fabric is double knit...and the base is felt...chosen as rigid and one that will adhere with the glue...

each boot took about 10 minutes to make...but I used to sew 20 years ago

In case someone is in the same situation but doesn’t have access to sewing machine Hector at Aero Comfort has these Rat Boots made out of leather. When my fabric ones were disintegrating I put them on about 10 years ago. I think he charged me $20 each.

I've heard them referred to as "rodent boots" and not dust boots, and rodents in your wings can be far more corrosive.

They are really there to keep carbon monoxide from the exhaust from getting into the cabin through the rod opening. And for mice.

My thought exactly...I would have picked a flexible ,gas impermeable material like Naugahyde to block CO

Seems like leather would be best and last longer.   Do we think these spots are also fire blocks?

Mooney IPC calls them out as dust boots. Originals are double-knit fabric. Don't think they'd keep much CO out.
