Speaking of ILS

And just because there is a Cat II or III approach published doesn't mean you can fly it just any old time you like.  Tower has to keep ground traffic out of critical areas for you to be able to fly the approach.  If the weather is good enough for Cat I and you want to do Cat II or III you need to inform approach control so they can coordinate with tower.

Don't worry about it. In ground school, there's enough to learn about the approach plates you will use to worry too much about special plates you need both special training and special equipment to use.

There was a picture from the top of one of the buildings years ago in the newspaper when the clouds/fog covered the entire city without any breaks. Literally looked like a floating city.

My Mooney, nor myself, is an advanced level ILS (CATII, III) equipped.

Many years ago one of the magazines had a story about a GA pilot and single engine airplane being certified for CAT II approaches.  Steps were: showing up for an appointment at the FSDO with documentation of your instrument currency, aircraft qualifications, and need for lower minimums.  They were approved based on flying with an instructor to those minimums and further recurrent training.  

Don't know if this is still possible.  But it was in the days of Loran and ILS, before GPS navigation down to an inch.
