I am just curious but how is 24 squared only 59% power?  Is it because it is leaned so much?  I thought 24 squared was in the red box where we were not supposed to be.

I didn't choose those. I chose the altitude for winds/clouds and the altitude chose the power settings. When you're up higher, you have less MP available so you can compensate to a degree with higher RPM to get the same power/FF. However, you do get slightly faster TAS up higher but the wind is the real advantage.

Studying the J POH, as you climb:

  • TAS at full throttle decreases at any given RPM, since you have less MP available with altitude
  • fuel burn increases at any power setting, since you have to increase RPM (which increases frictional loss)

Generally, you will go slower and burn more fuel high up in a NA engine, but the tail wind makes it all worth it!
