Survival in the Andes

I read the story on the news when I was in college. Spanish TV interviews of the survivors were the major headlines. From the survivors accounts it appears that the plane descended too early into fog. With no GPS it was very difficult to assess position in the Andes. It appears they got a low height warning from the GPWS but in steep terrain this was too late. What puzzle me is that onboard radar on ground scanning (tilt down MAP mode) would have shown the mountains ahead and alert them on time. Before the days of GPS maritime/airborne radar was used extensively for navigation. It could spot very small islands dozens of miles away.
