Only the Comm side of the 430 is 28 volts. The unit will power on and everything else will work other than Comms on 14v. I have the 14v to 28v converter in my airplane and I have the system wired so 14v powers the system, and the 28v powers only the comm portion of the 430, I changed to this set up after I had a failure of my converter and I lost everything.
