You would have very limited range in case you needed it.  Some of the old style units had an integral antenna, but they were intended for the cabin where you at least had the windows.  There is some pretty specific guidance on where to mount the antenna.  You want it on top, in the same portion of airframe in case of a break up, and not too far from the ELT.

Starting sometime in the J's, the factory used a fiberglass dorsal fin to cover the 121.5Mhz ELT antenna. Mooney has provided SERVICE INSTRUCTION M20--116 for installation of the Airtex 406MHz ELT. To my knowledge this is the only 406 ELT installation that is approved for under the dorsal fin mounting since you have to use an approved antenna for the specific ELT. I would love to hear if anyone know of any others; especially the cheaper ACK 406 ELT.

Yes the antenna will be more horizontal - I beleive at a 30% angle as installed. But if you've ever been to the site of any off airport plane accidents you'll be more concerned coming to rest non-upside down orientation so as to have a chance of getting an ELT signal out. But that's also why you all carry you Personal ELT and survival kit with you too - right?

Are there any updates to this thread?  I am looking at paint and interior, so I thought this may be a good time to install a 406 ELT.  Does anyone have experience replacing the antenna in the dorsal fin?  Is it very involved?  I hate to put on another exterior antenna.  Thanks.

Best antenna location is on your head. What good would be an ELT in the plane if the plane goes on fire or sink after ditching. To me a PLB is the best way to go. But if you are putting an ELT on the plane the best antenna location is on the top side of the tail.
