Any recommendations for a shop near KMOR or KSUS who can do a 24-month FAR 91.411, 91.413 IFR certification (Altimeter, Static System, Altitude Encoder Data Correspondence, and transponder tests)? (Is there a shop at KBFL?)

Guesstimates as to cost and how long it'll take to do?

You mention NC/TN in your title.  I'm not sure how far Ray drives, but Ray has a van and travels widely around the SE doing pitot-static checks at your hangar.  I haven't used him in about 3 years, so the info isn't current, but he came to my hangar and did a thorough, legal job cheaper than the local shops.  He carries all the parts/tools in his van.

You might give him a call and see if he will do yours:

A lot of times the traveling mechanics like working out of a personal hanger. Are you going to do this at the sellers hanger before you fly it home?  I would think the $250-350 range will get the job done.

That's the idea. Hopefully before it's mine. :) It was last IFR certified January 2014. Just need to find a traveling mechanic I suppose!

In 2014, Ray charged me $260.  I've seen various levels of "pitot-static checks" and there seems to be a wide variance in how the shops read the regs.  Ray takes no shortcuts, gives no discounts and when he's done, it's done right.  The one problem I've had is that Ray's travelling schedule doesn't always fit my schedule.

Please don't hold any shop to the estimate above. I've actually not directly paid for a certification in over 6 years. I keep changing avionics and normally have the shop include a 2 year check in the total bid :)

I don't know what "done right" means. In the end they either sign it off or tell you to go fix it and have them come back. 

I always change the pitot and static drain seals before hand to avoid issues

Horizon at TYS has done two 24month IFRs on mine and each one was pretty painless. It's flat $325 It took a couple hours each time. Last time, I needed a new altimeter. I knew that going in though. I didn't like the lousy one that I had, so I went ahead and just bought one of their overhauled United instruments altimeter for $700 and they installed it without additional charge. It's really nice flying with an altimeter that isn't wonky!

Heh. Jerry texted me yesterday that "Knoxville will do it" (assume he's talking about the same shop), "but they always say you need a new altimeter." They're on the list, too, though I'd like to find someone who can visit the plane in the weeks before I go to meet her. (2 weeks from today...)

Last inspection was a mobile service out the sf Bay Area. Only took 30 minutes. Hooked the plane up to the equipment in the back of his truck and he got in the plane. Everything was remote control so he could do it all without getting out of the plane.

I use Aero Charter at KSUS, Ted Clark is the avionics manager. (636) 449-5117, tclark@aerocharter.com. I can't give you a price, as I've had the checks done in conjunction with other work, but I'd expect them to be competitive.
