Fuel paranoia or concern????

 Those look like rubber gaskets but if I recall correctly what's ive seen there have been cork. Rubber gaskets doesn't always work when you have thin aluminum underneath of it with screws spaced out. It's too dense and the aluminum distorts and it leaks between the screws. I've never gone wrong with Permatex aviation sealer over a cork gasket and then screwed down.

The plastic inserts are to keep the attaching screws from grounding the sender to the tank. The wire to the sender "continues" on to the outer sending unit, where that sending unit is grounded to the tank. This allows the gauge sense the "average" of the two sending units for the gauge reading.
