NO, it bolts to the 'flywheel' (starter ring gear) using the 12 bolts on the backplate...

Well damn,
I got a few bits and pieces like this when I bought my F and didn't get a lot of info. Sorry if I mislabeled this. I found the paperwork in the box with the spinner. Anybody have suggestions on how to identify the real part number and suggest how to flip?
